1.         The Shei-Pa National Park Headquarters, National Park Service, Ministry of the Interior (hereinafter referred to as the Headquarters) formulates these Guidelines in order to effectively execute the inspection, reporting, and removal of abandoned bicycles on the East Branch of Dalu Forest Road, maintain traffic order, and preserve the natural ecological environment, with reference to the Criteria for Identifying and Measures for Inspecting, Reporting, and Processing Abandoned Vehicles Occupying Roads.

2.         The term "abandoned bicycle" as used in these Guidelines refers to a bicycle that meets any of the following criteria:

(1) Pedals or handlebars have fallen off or are damaged, obviously losing their original utility.

(2) Chain or chainring set has fallen off, is severely rusted, or cannot be used normally.

(3) Brake lines or brake levers (grips) are broken, fallen off, severely rusted, or cannot be used normally. 

(4) Tires are damaged, rims are obviously deformed, or obviously lose utility.

(5) Frame is broken, deformed, or severely rusted.

(6) Battery or motor of an electric auxiliary bicycle is obviously damaged or fallen off.

(7) Other parts have fallen off or are damaged, making the bicycle unable to be used normally.

3.         For abandoned bicycles meeting the identification criteria of the preceding point, the inspection, reporting, and removal operations shall be handled in accordance with the following provisions:

(1)   Execution of inspection and reporting operations:

A.   Post the Headquarters' Notice for Clearing Abandoned Bicycles Occupying Roads (hereinafter referred to as the Clearing Notice, as shown in Attachment 1) on a prominent spot of the vehicle body, take photos as evidence, and publicly announce it on the official website of the Headquarters. If it is not cleared within 7 days after the expiration of the clearing deadline, the Headquarters will execute removal operations to temporarily move it to a designated place for storage. If it is unclaimed after 1 month of site announcement, it shall be disposed of directly as waste.

B.    If contact phone numbers are left on a prominent spot of the vehicle body, inspection personnel shall, after posting the Clearing Notice, notify via the contact phone number on the vehicle, requesting them to clear and remove it voluntarily within 7 days, and informing them that if it is still not cleared and removed voluntarily upon expiration of the deadline, removal will be executed; if contact cannot be made after 3 or more attempts, a voice message shall be left or a telephone record shall be created before executing removal.

C.    If the vehicle owner or their agent applies for case dismissal after the vehicle has been inspected and reported but before removal is executed, upon verification and identity document check proving to be true, they shall be ordered to clear and remove it voluntarily within the time limit of the Clearing Notice or execute a waiver of rights to the Headquarters, and a record shall be created for future reference.

(2)   Execution of removal operations:

A.       When executing removal operations, details shall be carefully checked to match the data at the time of inspection and reporting before proceeding with removal to the Dabajian Mountain Hiking Service Station on the East Branch of Dalu Forest Road or a designated place of the Headquarters, and relevant vehicle data and contact phone numbers shall be marked on the ground. However, if discrepancies in data are found, it shall not be removed.

B.        If the vehicle owner has cleared and removed it voluntarily to a non-road scope, or no longer meets the criteria for identifying abandoned vehicles in the preceding point, it shall not be removed, and a note shall be made on the posted processing record form.

C.        When executing removal operations, if the vehicle owner or their agent tears up the Clearing Notice or asserts rights, upon verification and identity document check proving to be true, they shall be limited on the spot to clear and remove it voluntarily within 2 days or execute a waiver of rights to the Headquarters, and informed that if it is still not cleared or removed upon expiration of the deadline, removal will be executed.

4.         Matters not specified in these Guidelines shall be handled in accordance with relevant regulations such as the Criteria for Identifying and Measures for Inspecting, Reporting, and Processing Abandoned Vehicles Occupying Roads.
