1.Enacted and issued by Shei-Pa National Park Headquarters, National Park Service, Ministry of the Interior (hereinafter referred to as the Headquarters) to enhance diverse partnerships and promote public-private cooperation in national park conservation, recreation, research, and other operational and management services.

2. The term "operational and management services" as used in these Guidelines refers to the following:

（1）Investigation, research, ecological habitat maintenance, and promotional matters for natural and cultural assets.

（2） Cooperation and promotional matters for recreational service management, interpretive education, and environmental landscape style maintenance.

（3）Cooperation and promotional matters for the construction and maintenance of national park facilities.

（4）International exchange, cooperation, and promotional matters.

（5）Cooperation and promotional matters for sustainable and co-prosperous development such as ecotourism and local revitalization.

（6）Cooperation and promotional matters for climate change adaptation, greenhouse gas reduction, and carbon sinks.

（7）Other cooperation and promotional matters related to national park operational and management services.

3.Targets of public-private cooperation include government agencies, institutions, juristic persons, schools, companies, business operators, cooperatives, organizations, and natural persons at all levels, who sign contracts with the Headquarters to participate in operational and management services (hereinafter referred to as Collaborators).

4.Methods for Collaborators to participate are as follows:

（1）Provide manpower to execute contract work.

（2）Make donations, with the Headquarters executing contract work on their behalf.

（3）Gifts in kind, to be used by the Headquarters in accordance with the contract.

（4）Provide technical, professional, or information services.

（5）Other participation methods agreed upon in the contract.

5. Collaborators and the Headquarters shall uphold the principles of maintaining public interest, fairness, and reasonableness to sign contracts for participating in operational management, recording the rights and obligations of both parties as the basis for execution, and fulfill them in good faith and credibility.

6. The Headquarters may invite Collaborators to participate when conducting activities or relevant seminars such as ecological conservation, environmental education, mountain cleanup, and ecological experiences.

7. For Collaborators who fully perform contract responsibilities or make notable contributions, the Headquarters may award certificates of appreciation, plaques, or other rewards, and do so in a public ceremony.

8. These Guidelines shall take effect on the date of promulgation.
